EGMF suggestions for the revision of the ‘Blue Guide’

First, EGMF strongly supports the key goal of further improving market surveillance in the EU internal market. In addition, it is of utmost importance that the EU institutions continue their efforts towards a paperless European industry by embracing the available technologies to supply information to product users.

On the occasion of its upcoming revision, EGMF suggests some improvements of the ‘Blue Guide’ on the implementation of EU products rules – published in 2016.

We call on the European Commission to:

  1. Clarify the scope and application of the new Regulation 2019/1020 on market surveillance and compliance of products with the existing EU acquis
  2. Improve several definitions and concepts of the new Regulation 2019/1020, notably the concepts of ‘serious risk’ and a ‘reasoned request’
  3. Allow the electronic availability of the Declaration of Conformity as a voluntary alternative to mandatory printed requirements
  4. Permit the use of digital instructions (e-documentation) to reflect drastic changes in the means of communication
